Since the 1990s, the EU has taken a leading role in international climate negotiations, with a series of ambitious climate diplomacy strategies. At the Copenhagen Conference in 2009, however, the EU’s climate diplomacy faltered, both structurally and instrumentally. This presentation will speak to the reasons for this predicament, the subsequent transformation of EU policy and the impact of these changes.
